Headquartered in Clarksburg, MD, Thales Defense & Security, Inc. (TDSI) serves the defense, federal, and commercial markets. TDSI consists of multiple business segments and three subsidiaries (Advanced Acoustic Concepts, Tampa Microwave, and Thales Trusted Cyber Technologies). Together, we provide innovative solutions for the ground tactical, airborne and avionics, naval/maritime, and security domains.

TDSI operates in accordance with a Proxy Agreement approved by the US Government, established to mitigate concerns associated with Foreign Ownership, Control, or Influence (FOCI). To mitigate potential FOCI, Thales Defense & Security, Inc., in concert with the DoD’s Defense Counterintelligence and Security Agency (DCSA), has agreed to a comprehensive series of controls and requirements set forth by the Proxy Agreement (the highest-level FOCI mitigation instrument), subject to oversight by the Government Security Committee (GSC) to ensure independent TDSI management. As such, TDSI is approved to work on the full spectrum of US Government classified and unclassified programs without restriction, and is positioned to support strategic partnerships in the development of key technologies for the defense market. Thales’ Proxy Agreement has been active since 1986, initially as Racal Communications, Inc., making it one of the longest-standing proxy agreements in the US National Industrial Security Program (NISP).

TDSI has been a world-leading provider of mission-critical communication systems since 1964.  We offer a broad range of capabilities that expand our penetration within the defense and security arenas, including helmet-mounted displays and motion tracking technologies; SATCOM terminals; advanced sonar systems; data protection solutions; and sensor and missile system solutions. Furthermore, TDSI serves as a gateway for technology, leveraging Thales-wide solutions—such as combat management systems; naval, airborne, and ground ISR; and electronic warfare—to address US requirements.

Business Structure

Thales Defense & Security, Inc. employs over 700 employees operating in seven states. TDSI uses a “Shared Services” business model, in which common services across business areas are based within the Clarksburg, MD campus and are provided, as required. This structure increases operational efficiency and reduces cost infrastructure.

TDSI delivers mission-critical solutions through eight business areas focusing on a different set of technology/product offerings, ensuring continuous innovation and enhancement to support ongoing and future customer requirements.  These unique business areas create greater capabilities for our end customers.
